I have a browse file item and a upload button in my page I get this error message when click on the upload button:

ORA-01861: literal does not match format string

  DAD name: apex
  PROCEDURE  : wwv_flow.accept
  URL        : http://XDB HTTP Server:80/apex/wwv_flow.accept
  PARAMETERS :
  ===========

does anyone know what is the reason?
