Hi,

The answer to this question actually depends on your requirement, what do you need that Toad does not fulfil? And why not using directly SQL*Plus, you just take a light text editor which does syntax highlighting for SQL and PL/SQL and you run your scripts directly in SQL*Plus

There are however another tools:

TOra: http://torasql.com/

Oracle SQL Developer: http://www.oracle.com/technetwork/developer-tools/sql-developer/downloads/index.html

And many others that can be found on the Web.

which metric measures better?

Oracle's SQL Developer has a better price which is $0.00; unless you just pirated your copy of Toad.
