post results from OS command below that run on DB Server

lsnrctl status

12541, 00000, "TNS:no listener"
// *Cause: The connection request could not be completed because the listener is not running.
// *Action: Ensure that the supplied destination address matches one of
// the addresses used by the listener - compare the TNSNAMES.ORA entry with
// the appropriate LISTENER.ORA file (or TNSNAV.ORA if the connection is to
// go by way of an Interchange). Start the listener on the remote machine.
This error can result when listener has not been started or Firewall exists between client & DB server.

no remote client can ever connect to listener using 127.0.0.1
why using non-standard port 1522?

Actually I installed two DBs in one Opearting system(windows 7).
One is 10g and another one is 11g

10g for normal purpose (port number:1521).
11g for OBIEE purpose (port number:1522).

Is there is any conflicts will come?

You don't need 2 listeners. Keep only the 11g one.
