Other than TOAD and “Oracle SQL Developer” are there any other (Free)Oracle admin tools out there that one can try?

TOAD and Oracle SQL Developer are not admin tools.
They may help DBA but are not admin tools.
OEM, DB Console and Grid control are admin tools.
The first 2 ones are free for some parts.

I use TOAD for DBA and development tasks so I was thinking of tools that provide the same capabilities..
