It really is an annoying error ...
Oracle
REP-1219 : '<object name>' has no size -- length or width is zero.

Cause: In creating your layout, you created a layout object that has its
Width and/or Height set to zero.

Action: In the property sheet for the object, enter a value for Width
and/or Height.

Also, check description and explanation on this page.

What does that mean? How exactly was your repeating frame "disturbed"?

All I did was add a field into the repeating frame and it freaked out on me. I verified the width was non-zero for not just the field I added, but every single existing field in the frame. Still it complains:
REP-1219: 'R_G_rownum' has no size -- length or width is zero.

So the frame got disturbed just by addition of a field.

"R_G_rownum" looks like a repeating frame, not a field. Did you check frames' properties as well?

R_G_rownum is indeed a repeating frame, but the error message was rather misleading. Increasing the report height for the Main Section in the Layout helped get past the error. The irrelevant error message led to going down the irrelevant path trying to fix the issue.
